Top PEO Companies in Florida, Matched to Your Business
Licensed PEO Options for Florida Employers, Compared Side by Side

Florida licenses roughly 200 employee leasing companies, and they are not interchangeable. Pricing, workers' comp programs, benefits plans, and service quality vary widely from one provider to the next. Choosing the wrong one can cost your business more than it saves.
AlignPEO helps small and mid-sized businesses in Miami, Tampa, Orlando, Jacksonville, and across the state compare PEO companies side by side. We are not a PEO. As an independent PEO broker, we sit on your side of the table. We review your payroll, workers' comp, and benefits, then match you with vetted providers from our network of 15+ partners. Our service is free to your business.
Why Florida Businesses Use a PEO
Florida is light on payroll tax but heavy on workers' comp rules, hiring requirements, and seasonal swings. That mix is where a good PEO earns its fee.

Workers' Comp Kicks In Early
Florida construction businesses need workers' comp coverage starting with their first employee. Most other employers need it at four. A PEO can bring you under its own comp program, which often prices better than a small employer can get alone.

E-Verify for Growing Teams
Private employers with 25 or more employees must run every new hire through E-Verify. A PEO builds that step into onboarding so it never gets skipped in a busy hiring month.

Seasonal and Tipped Workforces
Tourism, hospitality, and agriculture create big swings in headcount. Tip credits, overtime, and fast onboarding all get harder at peak season. A PEO absorbs that volume without you hiring more office staff.

Competing for Talent
Florida employers now compete with companies relocating from higher-cost states. PEO group benefits help a 20-person company offer coverage that looks like a large employer's package.
What Else Do PEO Services Cover?
At AlignPEO, we connect small to medium-sized businesses with PEO services that cover every aspect of human capital management.
Payroll and Tax Administration
Florida has no state income tax, so there is no state withholding. That does not make payroll simple. Employers still owe Florida reemployment tax (the state's name for unemployment tax) on the first $7,000 of each employee's wages. New employers pay 2.7% until they have reported for 10 quarters. Florida also lets each PEO choose, one time, whether to report that tax under its own account and rate or under each client's account. Ask any PEO which method it uses. It shapes your rate history if you ever leave the PEO.
Employee Benefits and Health Plans
Florida has no statewide paid sick leave mandate and no state paid family leave program. That makes your leave policy a benefits decision rather than a compliance requirement. PEO group plans give you access to medical, dental, vision, life, and retirement benefits, plus help designing a PTO package that actually competes.
HR Compliance and Risk Management
Florida's minimum wage rose to $15.00 per hour on September 30, 2026, with a tipped cash wage of $11.98. Future increases will follow inflation, with the next change taking effect January 1, 2028. Our PEO partners track these changes, update required postings, and keep handbooks and manager training current.
Recruitment and Onboarding Support
Florida's E-Verify mandate covers private employers with 25 or more employees, and records must be kept for three years. When you work with a PEO, the PEO typically takes on the E-Verify step for new hires. PEO partners also provide applicant tracking, background screening, and structured onboarding.
Workers' Compensation and Safety Programs
Florida's comp thresholds depend on your industry: one employee in construction, four in most other fields, and six regular or twelve seasonal workers in agriculture. Florida also does not recognize independent contractors in construction for comp purposes. PEOs provide coverage, safety programs, claims management, and return-to-work support.

Florida Is Several Markets, Not One
A Miami import business and a Jacksonville logistics firm face very different hiring pressures. South Florida runs on finance, international trade, healthcare, and hospitality. Tampa Bay has a deep base of financial services operations and healthcare. Orlando is driven by tourism and hospitality, Jacksonville by logistics and banking, and the Space Coast by aerospace and defense.
Many Florida companies also have parent companies or owners outside the US. If you are entering the US market through Florida, our international PEO process helps you stand up payroll and benefits fast.
That is why our process starts with your industry, headcount, comp classifications, and growth plans before we recommend anyone.
