Compare Registered PEOs Across Chicago and Illinois

Illinois runs three rulebooks for wages and paid leave: one for Chicago, one for suburban Cook County, and one for everywhere else. Add the Biometric Information Privacy Act, required pay scales in job postings, and a state retirement mandate, and a small company can spend more time on compliance than on hiring. Illinois also requires employee leasing companies, including PEOs, to register with the Department of Insurance.
AlignPEO helps businesses in Chicago, Naperville, Aurora, Rockford, Springfield, and Peoria choose a PEO that can manage all of it. As an independent broker, we compare providers instead of representing one. You see side-by-side options from our 15+ partners, and the service is free to your company.
Why Illinois Businesses Use a PEO
Illinois adds statewide paid leave, local wage and leave ordinances, biometric privacy rules, and pay transparency to ordinary payroll. A PEO keeps them straight at every location.

Paid Leave for Any Reason
Illinois requires at least 40 hours of paid leave a year that employees can use for any reason, earned at one hour per 40 worked. Chicago employers owe 40 hours of paid leave plus 40 hours of paid sick leave.

Three Minimum Wage Tiers
The state rate is $15.00. Since July 1, 2026, Chicago is $17.05 and suburban Cook County is $15.40 for employers with four or more workers. A PEO pays the right rate by location.

Biometric Time Clocks
Illinois's biometric privacy law requires written consent before you scan fingerprints or faces, including at the time clock. A PEO helps set up compliant consent and timekeeping.

Pay Scales in Job Posts
Employers with 15 or more employees must list the pay scale and benefits in Illinois job postings and keep those records for five years.
What Else Do PEO Services Cover?
At AlignPEO, we connect small to medium-sized businesses with PEO services that cover every aspect of human capital management.
Payroll and Tax Administration
Illinois withholds a flat 4.95% income tax and has no local wage taxes. Unemployment tax applies to the first $14,250 of each employee's wages in 2026. Most new employers pay 3.35%, which includes a 0.55% fund building rate. Our PEO partners file withholding, unemployment, and year-end forms, and they track reciprocity for employees who live in Iowa, Kentucky, Michigan, or Wisconsin.
Employee Benefits and Health Plans
Employers with five or more employees that have been in business at least two years must offer a qualified retirement plan or facilitate Illinois Secure Choice, the state auto-IRA. A PEO 401(k) meets that requirement and usually offers more. PEO group plans also bring medical, dental, vision, and life coverage at pricing a small employer rarely gets alone.
HR Compliance and Risk Management
The Paid Leave for All Workers Act lets employees use their 40 hours for any reason without documentation. Chicago's ordinance goes further, with separate buckets for paid leave and paid sick leave and rules on paying out unused paid leave. Our PEO partners set up the right accrual for each worksite and keep handbooks and postings current.
Recruitment and Onboarding Support
Employers with 15 or more employees must include the pay scale and benefits in postings for roles performed in Illinois or reporting to an Illinois supervisor, and must share promotion openings with current staff. PEO partners help benchmark pay, then manage applicant tracking, screening, I-9 compliance, and onboarding.
Workers' Compensation and Safety Programs
Illinois requires workers' comp from the first employee, part-time included, and out-of-state companies whose workers do any work in Illinois need Illinois coverage. Knowingly operating without it can bring fines of at least $10,000. A PEO brings the policy, safety programs, and claims handling under one roof.

Illinois Reaches Well Beyond Chicago
Chicago anchors finance, trading, food manufacturing, and a growing tech scene, and many national companies keep headquarters there. The suburbs around O'Hare carry logistics and distribution. Champaign-Urbana pairs the University of Illinois with research and startups, Rockford builds aerospace parts, and central and southern Illinois depend on agriculture, manufacturing, and state government in Springfield.
A fintech startup in the Loop and a distribution center in Joliet follow different wage and leave rules even though they share a state.
We start with where your people work and what they do, then narrow the list to PEOs that already handle that mix well.
