PEO Options for Massachusetts Employers, Compared Side by Side

Massachusetts asks more of small employers than almost any state: paid family and medical leave contributions, an employer health care assessment, earned sick time, and strict wage payment rules. The right PEO absorbs that load. The wrong one passes it back to you.
AlignPEO helps small and mid-sized businesses in Boston, Cambridge, Worcester, Springfield, and across the Commonwealth compare PEO companies side by side. We are not a PEO. As an independent PEO broker, we work for you, not the provider. We review your payroll, workers' comp, and benefits, then match you with vetted providers from our network of 15+ partners. Our service is free to your business.
Why Massachusetts Businesses Use a PEO
Massachusetts layers several state programs on top of payroll, each with its own rate, wage base, and filing. That is exactly the work a PEO is built to absorb.

Paid Family and Medical Leave
Massachusetts PFML contributions total 0.88% of eligible wages in 2026 for employers with 25 or more covered workers, split between employer and employee. A PEO calculates, withholds, and remits every quarter.

Strict Wage Payment Rules
The Massachusetts Wage Act carries triple damages for late or unpaid wages, and terminated employees must be paid in full on their last day. A PEO keeps payroll timing and final pay clean.

Earned Sick Time for Everyone
Every Massachusetts employee earns sick time, and employers with 11 or more employees must pay for it. A PEO tracks accruals, usage, and carryover.

Competing With Boston's Big Employers
Biotech, tech, and higher education employers set a high bar for benefits. PEO group plans help a smaller firm offer a package that competes.
What Else Do PEO Services Cover?
At AlignPEO, we connect small to medium-sized businesses with PEO services that cover every aspect of human capital management.
Payroll and Tax Administration
Massachusetts payroll stacks several state programs on top of a flat 5% income tax, plus a 4% surtax on very high earners. Employers pay unemployment tax on the first $15,000 of each employee's wages, along with a Workforce Training Fund contribution and, for established employers with six or more employees, the Employer Medical Assistance Contribution (EMAC). New employers are exempt from EMAC for their first three years. Our PEO partners handle every filing and quarterly report.
Employee Benefits and Health Plans
Massachusetts has required most residents to carry health insurance since 2006, and employer coverage is a core expectation in this market. PEO group plans give your team medical, dental, vision, life, and retirement benefits at large-group pricing, and the PEO coordinates state PFML benefits with your own leave policies.
HR Compliance and Risk Management
Massachusetts' minimum wage is $15.00 per hour, with a tipped cash wage of $6.75. The state also requires pay range disclosure in job postings for larger employers and enforces a detailed Earned Sick Time Law. Our PEO partners keep postings, policies, handbooks, and manager training current.
Recruitment and Onboarding Support
Boston competes with biotech, tech, and higher education for talent, and candidates compare benefits closely. PEO partners provide applicant tracking, background screening, I-9 compliance, and onboarding so new hires get a polished first week.
Workers' Compensation and Safety Programs
Massachusetts requires workers' comp for virtually every employer with even one employee, including part-time staff, and the state can issue stop-work orders to employers without coverage. PEOs provide coverage, safety programs, claims management, and return-to-work support.

Massachusetts Is Several Markets, Not One
Greater Boston and Cambridge run on biotech, life sciences, tech, finance, and universities. Worcester has a growing life sciences and healthcare base, Springfield and the Pioneer Valley lean on manufacturing and healthcare, and Cape Cod and the Islands depend on seasonal hospitality.
A 40-person biotech in Kendall Square and a seasonal restaurant group on the Cape need very different things from a PEO.
That is why our process starts with your industry, headcount, comp classifications, and growth plans before we recommend anyone.
